Chiefs of Naval Staff



(1) -Rear Admiral James Wilfred Jefford (August 15, 1947 - January 30, 1953)

Rear Admiral James Wilfred Jefford was the first Commander-in-Chief of the Pakistan Navy serving from its inception in 1947 to 1953. He originally belonged to the Royal Navy.
 

(2)- Vice Admiral Haji Mohammad Siddiq Choudri (January 31, 1953 - 28 February 1959)

Vice Admiral Haji Mohammad Siddiq Choudri, HPk, MBE, (usually shortened to HMS Choudri, died 27 February, 2004) was the second Commander-in-Chief of the Pakistan Navy serving from 1953 to 1959. He was also the first Muslim naval chief taking the reins from Rear Admiral James Wilfred Jefford. He died on 27 February, 2004 and was laid to rest in Army Graveyard, Karachi with full military honors. Vice-Admiral HMS Chodhri joined the Royal Indian Navy in 1931 and got commission in the Executive cadre on September 1, 1933. After partition, he was transferred to the Royal Pakistan Navy as Captain on August 15, 1945. He was the senior most Pakistani officer in the Executive branch of the Royal Pakistan Navy (RPN) at that time and was an obvious choice as the successor to Admiral Jefford.
 

(3) - Vice Admiral Afzal Rahman Khan (March 1, 1959 - October 20, 1966)

Vice Admiral Afzal Rahman Khan (usually shortened as A.R. Khan), HPk, HJ, HQA is a career naval officer who served as the third naval chief of the Pakistan Navy. He was the longest serving Commander-in-Chief of the Pakistan Navy whose tenure ran from 1959 to 1966. He was awarded Hilal-i-Jurat for his role in leading the navy in the 1965 Indo-Pakistani War. After retiring from the navy, A.R. Khan served in the military government of General Ayub Khan for three years as the country's Interior and Defence Minister from 1966 to 1969. He left both of these posts, when General Yahya Khan instituted another martial law on 25 March, 1969.
 


(4)- Vice Admiral Syed Mohammad Ahsan, (20 Oct. 1966, 31 Aug. 1969)

Vice Admiral Syed Mohammad Ahsan HQA, SPk, DSC, (b. 1921 - d. 1989) was Governor of the Province of East Pakistan from 1 September 1969 to 7 March 1971. Prior to that, he was the Commander in Chief of Pakistan Navy from October 20, 1966 to August 31, 1969) Admiral Ahsan was born and bred in Hyderabad Deccan. He joined the Royal Indian Navy and rose up to the rank of a Lieutenant before independence of Pakistan. At the time of independence of Pakistan in August 1947, Lieut. Ahsan chose to join the Royal Pakistan Navy, and was assigned the position of ADC to the founder and first Governor General of Pakistan Mohammed Ali Jinnah. He had also served as the ADC to Lord Mountbatten of Burma as well. Ahsan rose up through the ranks to eventually become the Commander in Chief of Pakistan Navy on October 20, 1966, nearly a year after the war with India in September 1965. Upon his retirement from the Navy at the end of August 1969, President of Pakistan Gen.
 

5: Vice Admiral Muzaffar Hassan (1 Sep. 1969 22 Dec. 1971)

Vice Admiral Muzaffar Hassan, HQA, SPk, was the last Commander-in-Chief of the Pakistan Navy from 1969 to 1972 and led the navy during the 1971 Indo-Pakistan War. He was later sacked as naval chief, along with the army and air force chiefs, by President Zulfikar Ali Bhutto in March 1972. He is a recipient of Hilal-e-Qauid-e-Azam (HQA) and Sitara-e-Pakistan (Spk).
 

6: Vice Admiral Hasan Hafeez Ahmed (3 March 1972, 9 March 1975)

Vice Admiral Hasan Hafeez Ahmed, TQA (usually shortened to H.H. Ahmed) (died 9 March, 1975) is the former Chief of Naval Staff (CNS) who commanded Pakistan Navy from 1972 until his death on 9 March, 1975. He was made naval chief when the previous naval chief, Vice Admiral Muzaffar Hassan, along with the army and air force chiefs were sacked by President Zulfikar Ali Bhutto in March 1972. He is a recipient of Tamgha-e-Qauid-e-Azam (TQA).
 

7: Admiral Mohammad Shariff 23 March 1975 21 March 1979

Admiral Mohammad Shariff, HJ is the former Chief of Naval Staff (CNS) who commanded Pakistan Navy from 1975 to 1979 and also stayed as the Chairman Joint Chiefs of Staff Committee commanding the Military of Pakistan from 1978 to 1980. He is a recipient of Hilal-i-Jurat, which was awarded to him after the 1971 war when he commanded all the naval assets in the erstwhile East Pakistan as a rear admiral during the Bangladesh Liberation War.
 

8: Admiral Karamat Rahman Niazi 22 March 1979 23 March 1983

Admiral Karamat Rahman Niazi, NI(M), SJ (usually shortened to K.R. Niazi) is the former Chief of Naval Staff (CNS) who commanded Pakistan Navy from 1979 to 1983. As a Commander, K.R. Niazi is a recipient of Sitara-e-Jurat, which was awarded to him after 1965 Indo-Pakistan War when he commanded the submarine PNS Ghazi during the successful Operation Dwarka, for which his crew won 10 gallantry awards including 2 SJs and 2 TJs. Later he was awarded Nishan-i-Imtiaz (Military), which is awarded to all the services chiefs upon taking over their respective commands.
 

9: Admiral Tariq Kamal Khan (23 March 1983 9 April 1986)

Admiral Tariq Kamal Khan, NI(M) is the former Chief of Naval Staff (CNS) who commanded Pakistan Navy from 1983 to 1986. He is a recipient of Nishan-i-Imtiaz (Military), which is awarded to all the services chiefs upon taking over their respective commands.
 

10: Admiral Iftikhar Ahmed Sirohey, 9 April 1986 9 November 1988

Admiral Iftikhar Ahmed Sirohey, NI(M), SBt is the former Chief of Naval Staff (CNS) who commanded Pakistan Navy from 1986 to 1988. He was later invited to take over as the Chairman Joint Chiefs of Staff Committee after the death of General Akhtar Abdur Rahman in the 17 August, 1988 air crash. He stayed as CJCSC from 1988 to 1991 commanding the Military of Pakistan. He was the second (and the last) naval chief to stay in this post. Eight years later, CNS Admiral Fasih Bokhari sought early retirement, because he was denied the post of CJCSC.
 

11: Admiral Yastur-ul-Haq Malik (10 Nov. 1988, 8 Nov. 1991)

Admiral Yastur-ul-Haq Malik, NI(M), SBt, is the former Chief of Naval Staff (CNS) who commanded Pakistan Navy from 1988 to 1991. He is a recipient of Nishan-i-Imtiaz (Military), which is awarded to all the services chiefs upon taking over their respective commands and Sitara-e-Basalat, a non-operational award.
 

12: Admiral Saeed Mohammad Khan (9 Nov. 1991, 9 Nov. 1994)

Admiral Saeed Mohammad Khan, NI(M), SBt, is the former Chief of Naval Staff (CNS) who commanded Pakistan Navy from 1991 to 1994. He is a recipient of Nishan-i-Imtiaz (Military), which is awarded to all the services chiefs upon taking over their respective commands and Sitara-e-Basalat, a non-operational award.
 

13: Admiral Mansurul Haq (10 Nov. 1994 1 May 1997)

Former Admiral Mansurul Haq is a former Chief of Naval Staff of Pakistan Navy, who was sacked on corruption charges. He was arrested on charges of corruption and later negotiated a plea bargain and was released. He was implicated in Agosta Submarine Deals fraud in 1994 as well as other arms sales. He was dismissed and arrested by Nawaz Sharif Government in 1997 but nothing serious came of it. He was arrested again, this time by the US Government, and returned to Pakistan in 2001 to face charges of corruption by the Pervez Musharraf Government. He was re-arrested because of a deal made through Pakistan National Shipping Corporation which caused the loss of some $3,000,000 to the national exchequer. He was sentenced to 7 year rigorous imprisonment in 2004 and fined Rs. 2,000,000. In addition the government also striped off his rank and all the awards conferred upon him during his service. Before becoming the chief of naval staff, Mansurul Haq stayed as Commander Karachi (COMKAR) (1991-1992) and Chairman Pakistan National Shipping Corporation (PNSC) (1992-1994).
 

14: Admiral Fasih Bokhari (2 May 1997 2 October 1999)

Admiral Fasih Bokhari was the Chief of Naval Staff (CNS) of the Pakistan Navy from 1997 to 1999. He resigned from navy on October 6, 1999 after being superseded by General Pervez Musharraf when he was appointed as Chairman Joint Chiefs of Staff Committee in addition to his being Chief of Army Staff of the Pakistan Army. As an admiral, Bokhari was responsible for the induction of the Agosta 90B class submarine for the Pakistan Navy. He was a submariner by profession and was the torpedo officer on the PNS Hangor when it sunk the INS Khukri.
 

15: Admiral Abdul Aziz Mirza (2 Oct. 1999, 2 Oct. 2002)

Admiral Abdul Aziz Mirza is the former Chief of Naval Staff (CNS) who commanded Pakistan Navy from 1999 to 2002 and is served as Pakistan's ambassador to Saudi Arabia from 2002 to 2005. A graduate of Military College Jhelum (College No. 2178), Mirza was commissioned in Pakistani Navy in 1965 after undergoing training with the 29th PMA Long Course (same course as General Pervez Musharraf and Lt Gen Ali Kuli Khan at Pakistan Military Academy, Kakul.
 

16 Admiral Shahid Karimullah (3 Oct. 2002 6 Oct 2005)

Admiral Shahid Karimullah is the former Chief of Naval Staff (CNS) who commanded Pakistan Navy from 2002 to 2005 and later served as Pakistan's ambassador to Saudi Arabia from October 2005 to May 2009. On both the occasions, Karimullah was preceded by Admiral Abdul Aziz Mirza. Naval career: Admiral Karimullah's family belongs to Hyderabad Deccan and he is a son of (late) Lt. Commander Mohammed Karimullah. He was commissioned in Pakistan Navy's operations branch in 1968 after undergoing training as a communication specialist. He is a graduate of the United States Naval War College, and Pakistan National Defence College. Command and staff appointments: Admiral Karimullah commanded two destroyers, the 25th Destroyer Squadron and the Pakistan Fleet. He fought the Indo-Pakistani War of 1971 while commanding a gunboat in erstwhile East Pakistan where he was seriously wounded in action and awarded Sitara-i-Jurat for exceptional gallantry. His major staff appointments include Additional Secretary at Ministry of Defence, Deputy Chief of Naval Staff (Operations) and Director Signals at the Naval Headquarters. He has also served as Chief Staff Officer to the Commander Pakistan Fleet and Directing Staff at the National Defence College.
 

17: Admiral Muhammad Afzal Tahir 7 (Oct. 2005 7 Oct. 2008)

Admiral Muhammad Afzal Tahir (born January 4, 1949) is the former Chief of Naval Staff (CNS) of the Pakistan Navy, who retired on 7 October, 2008 after completing the three-year service. He was succeeded by newly-appointed Admiral Noman Bashir. Tahir took over the command of Pakistan Navy From Admiral Shahid Karimullah on 7 October 2005, after Karimullah ended his three-year Naval chief tenure. On promotion, Admiral Tahir superseded at least one senior officer, Vice Admiral Mohammad Haroon the then Chief of Staff (COS), but he continued to serve and was later made Vice Chief of Naval Staff (VCNS) on 7 November, 2005. Military career: Admiral Tahir joined Pakistan Navy on 11 May, 1967 and attended the Pakistan Military (with 40th PMA Long Course) and Naval Academies at Abbottabad and Karachi respectively prior to commissioning in December 1970 in the operations branch. He saw action in the Indo-Pakistani War of 1971.
 

18 Admiral Noman Bashir (7 October 2008 Present)

Admiral Noman Bashir is the current Chief of Naval Staff (CNS) of the Pakistan Navy, who took over on 7 October, 2008, when Admiral Afzal Tahir retired from the navy. He was appointed to that post by President Asif Ali Zardari on 5 October, 2008, after his and the then Chief of Staff (COS) Vice Admiral Asaf Humayun's Names were sent to the President by the Defence Minister Ahmad Mukhtar. As Humayun was senior to Bashir, the former was superseded. Later however, Vice Admiral Asaf Humayun was appointed as the Vice Chief of Naval Staff (VCNS) on 31 October, 2008. His brother, Salman Bashir, is the current Foreign Secretary of Pakistan. Naval career: Noman Bashir was commissioned in operations branch of Pakistan Navy in June 1973. After completing sea training, he served on board various ships and then joined the aviation wing to be graduated as a helicopter pilot. He has commanded two aviation squadrons, two ships (frigate and corvette) and the Naval Aviation.
